Question New BEEEEEEEE needs HELP

I have just installed mysql 4.0.23 onto my computer Windows XP running IIS. Everything went fine except that when I type SHOW DATABASES; I get back only one saying TEST.

I can access and do what I want with this "TEST" db ad drop tables etc by I cannot acces or see the MYSQL db which should also show as a default of the installation. When I try to create a new database i get the following message "ERR 1044: access denied user @ localhost to database 'new'.

Using SELECT USER(); shows me as ODBC@LOCALHOST is this correct?

I obviously need to see the MYSQL default database and definately need to create my own. I am very new to this and wondered if anyone may have an idea of what I have done wrong , or need to do in order to configure this properly.

I advice you to look for a GUI with which you can manage your MySQL database. That's a lot better than working with a DOS box.
I use navicat, it's a very good GUI but it's not free.

There are free tools, however, who could make your life easier, but I never used them. On another forum, they've been taling about phpMyadmin. I use this on my server from javaservlethosting.com and it is quite good but I've never installed it on my portable.
Then there is sqlYog (look at webyog.com), MySQLExplorer (from mysqltools.com), and of course the tools provided by mysql.com itself !
