What is with three letter colors in css?

Lately I've been seeing a lot of css with 3 colors in it like #FFF;
What is that? I thought colors need to have 6 characters?

#fff is white. The normal way to write it is #ffffff, but what you do is take the first letter or number of each rgb value. Like #ccc is #c0c0c0
