How to use Adwords?

What are the tricks to using adwords? There is a phrase that is not too well known that I'm trying to bid on. It gets maybe 3 searches a day. I opted out of the content network. Since there were so few searches I opted back into the search partners. After a few days adwords tells me the quality isn't good enough and to up my bid to 40 cents. Huh? Seemed ridiculous. But I did it. Then when I search on the term to see my placement it's always on top. In my stats it says my average position is 1.5. So I lower my bid to 5 cents. Then they tell me to increase my bid to 20 cents for my ad to appear. The whole thing makes no sense. Can someone explain to me how it works? It feels like they're playing games to get people to bid higher then they need to. You need to understand the system to play their game, is that right?
